STATEMENT OF IMPARTIALITY

In order to ensure that HDLT comply withthe working ethic of independence, impartiality, veracity, and confidentiality and that all testing activities are conducted in an independent manner, HDLT makes the following statement to the public.

1. HDLT will comply with the requirements of national laws and regulations, as well as accredited organizations. HDLTprovides impartial assessment services for all sectors of society. With respect for legal obligations and responsibilities, HDLT will provide impartial, standardized, timely and confidential services to all clients.

2. The operation of HDLT conforms with ISO/IEC 17025:2005 General Requirements for the Competence of Testing and Calibration Laboratories, GB/T 27025-2008General Requirements for the Competence of Testing and Calibration Laboratories, andrelevant accreditation rules and guidelines as well as the requirements of national laws and regulations. HDLT will strictly abide bythe testing procedures and never deviate from nationallaws and regulations as well as technical standards. At the same time, all HDLT staff will stick to their work ethics to ensure the impartiality of the testing activities.

3. Adhere to the principle of open, fair and voluntary business manner, as well as non-discriminatory service combined with the mandatory management of governments and laws.

4. Regardless ofinfluenceor intervention from any party, HDLT will always abide to its fair position to ensure all testing activities are conducted through independent assessment and judgement.

5. In order to ensure theimpartiality, accuracy and reliability of the testing data, the Director of HDLT will never intervene in the testing, and HDLT will carry out independent testing activities in accordance with relevant laws and regulations as well as technical standards.

6. Strictly following the professional ethnics and the staff rules, all testers will protect the confidentiality and patent of the testingitems and never seek benefits from the technology, information and intellectual property that owned by clients. In addition, all testers are not allowed to participate in the testing activity of any products that the organization is involved.

7. HDLT will not participate in any activities that might undermine its impartiality and credibility. All HDLT staff are prohibited from establishing relationships with clients or other entities that might impair the impartiality and reputation of HDLT, and they are prohibited from serving in other test centers with related work.

6. HDLT welcomes the supervision and guidance from superior departmentas well as any constructive suggestions and opinions.

8. HDLT will take legal responsibilities for the data provided.
